Compulsory enforcement is realisation of substantive law in enforcement procedure, for which purpose enforcement powers of a state are used. The task of enforcement procedure is to force a debtor to perform an action he or she does not intend to do voluntarily. In Estonia the state has delegated compulsory enforcement to bailiffs who act as members of liberal profession. As a result of bailiff's actions the real value of the claim secured by substantive law shall become evident - in the course of proceeding a claim which has been formalised as an adjudication subjected to enforcement it will become clear whether the right can be exercised in practice.
